The Golden Vale District Forum next meets on Wednesday 13th February at 8pm at the St. Vincent de Paul Centre, Bank Lane, Charleville to update community members on actions proposed by a working group of the Forum to address the proposed changes recently announced by the Department of Environment, Community and Local Government to the delivery of local development supports from 2014 onward.

Addressing the January meeting of the Forum, Ms Carmel Fox, CEO of Ballyhoura Development, gave an overview of the reports “Putting People First – Action Programme for Effective Local Government” and “Local Government/Local Development Alignment” published by Minister Phil Hogan TD, in 2012, which outline alterations to the future delivery of such programmes as LEADER and the Local and Community Development Programme.

She explained that under the reform proposals, new structures – known as Socio-Economic Committees – could manage and disburse all local development funding, including future rounds of the LEADER and Local and Community Development Programmes, both of which are currently governed and administered by local development companies. The new Committees would be led and administered by local authorities.

Those in attendance at the meeting highlighted their concerns that if Government was trying to reform local government and its authorities would local development companies such as Ballyhoura Development be able to retain their structural and financial autonomy to manage and deliver community led local community and rural development programmes. It was also highlighted that the current Government proposal runs counter to the findings by the European Court of Auditors which sees the bottom-up approach model in Ireland as best practice in Europe.

Chairman of the Golden Vale District Forum, Gerald Quain is urging as many people as possible from the local communities around Charleville to attend the upcoming District Forum meeting. “Ballyhoura Development is essential to the continued development of South & East Co Limerick and North Co Cork and it is volunteer representatives of the rural communities which could lose out if the current Alignment proposals are implemented”, he said.

Ballyhoura Development is the local development company which, for over two decades, has worked to strengthen and promote local and economic development, by working in partnership with local communities, local authorities and other agencies, to develop employment, enterprise, tourism and community supports throughout the Ballyhoura area. This area includes 54 communities across North East Co Cork and South & East Co Limerick, a population of over 78,000 rural dwellers in 89 Electoral Divisions, who potentially benefit from local services provided by the company.

Further information from David O’Grady, Community Development Officer with Ballyhoura Development in Charleville on tel. 063-21008.
